HARRISBURG, PA — Today, Keystone Research Center (KRC) and ReImagine Appalachia released a new Pennsylvania fact sheet, along with a regional policy brief highlighting how Pennsylvania schools, municipalities, nonprofits, businesses, and developers can still access remaining federal clean energy tax credits for solar projects — but only if projects move quickly under shortened federal deadlines.

Pennsylvania’s fact sheet underscores the scale of the remaining opportunity: if half of Pennsylvania’s solar capacity currently in PJM and utility interconnection queues receives a 30% Investment Tax Credit, it could bring $2.5 billion in federal tax credits, $8 billion in total investment, and quadruple Pennsylvania’s solar capacity.
“Despite recent legislative changes that curtailed the Inflation Reduction Act timelines, it is not too late — significant federal tax credit money is still on the table, and Pennsylvania needs to pursue it,” said Stephen Herzenberg, Economist and Executive Director Emeritus of Keystone Research Center. “Every project that gets under the wire can mean lower energy costs for a school, a municipality, a business, or a nonprofit — and more affordable power on a grid under growing strain.”
“The point of these fact sheets is practical: help decision-makers understand what still qualifies, what the deadlines are, and what steps can speed projects to the finish line,” said Avery Spicka, Research Analyst at Keystone Research Center. “Pennsylvania entities can still benefit — including tax-exempt schools, local governments, and nonprofits that may qualify through elective pay — but timelines are tight, and delays are costly.”
